The book was put out in early 1980, so she is most likely from the mid to late 1970's
This Susie Doll is Made in Hong Kong (per her back) (although the package was made in China) and was made as a competitor to Barbie and Sindy. She is 11 1/2 inches tall and per the package:
Vinyl Turning Head
Washable Rooted Hair
Jointed arms and legs
Twisting Waist

The package is not perfect, but it is still intact. The cellophane cover has some splits and bends, but intact, needs to be glued back on. (see pic) She even has her original outfit
